Private debt index

The private debt index (PVI) is an index determined by Schufa as part of the debt compass and published annually to identify the overindebtedness of private individuals in Germany.

Yardstick

The index was first published in 2006 and describes the level of private debt in the various regions of Germany. Based on the data obtained, a forecast for 2008 was published for the first time at the end of 2007. The PVI is published in a table and also geographically. Since private indebtedness (or over-indebtedness and the risk of over-indebtedness) in Germany varies greatly depending on the region, evaluations are published by federal states, districts and major cities; the indices determined relate to the PVI from 2003, which is assumed as a reference and has a value of 1000 serves as a reference value.

Evaluation at state level (2007)

A comparison of the federal states reveals a strong north-south divide. Berlin is the only federal state to receive the rating “high”. "High" means u. a. that many affidavits have been made, the number of personal bankruptcies and unknown debtors moved is high.

  • Variation “low to medium”: Rhineland-Palatinate, Hesse, Thuringia, Saxony, Brandenburg, Hamburg
  • Variation “medium to high”: Saarland, North Rhine-Westphalia, Lower Saxony, Bremen, Schleswig-Holstein, Saxony-Anhalt, Mecklenburg-Western Pomerania
  • Expression "high": Berlin

Evaluation at district level (2007)

As can be seen from the following tables, rural districts lead the table with the lowest PVI; conversely, at the end of the list there are exclusively urban districts, whereby these have a 3-4 times higher PVI, and thus a correspondingly higher degree of indications of a private overindebtedness risk. It can also be seen that although changes are visible in the forecast for 2008, these are of rather minor magnitude and lead to hardly any significant changes, even if the debt index will "improve" slightly overall.
