In March 1972, a conference was held in Geneva to amend the 1961 Single Convention on Narcotic Drugs (Narcotics Convention) . The changes were recorded in a protocol that was passed on March 25, 1972. It came into force on August 8, 1975 following the ratification or accession of 40 contracting parties.

The 1972 protocol does not contain any substantial changes in content compared to the single agreement. It specified the applicable obligations of the contracting parties regarding the collection and analysis of data on narcotics. The Narcotics Control Council was expanded by two additional members, its area of ​​responsibility was defined more clearly and the control measures for compliance with the single agreement were tightened.

Contracting parties

A state can only become a party to the 1972 Protocol if it has ratified the Single Agreement. A state that becomes a party to the Single Agreement after the Protocol has entered into force is also considered to be a party to the Protocol, unless it makes a different declaration of intent (Article 19 of the Protocol).
