The International Narcotic Control Board INCB in Vienna was founded in 1968 on the basis of the 1961 standard agreement on narcotics .

The INCB monitors compliance with the international UN drug control treaties on the cultivation, production and use of drugs . These must be limited to medical and scientific purposes. Chemicals must not be used in the illegal manufacture of drugs.

The council consists of 13 non-governmental experts. The contracting states of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 are obliged to provide the INCB with regular information (Art. 12). With the help of this data, the INCB can get a global overview of all available drugs in production and trade.

The INCB provides information on inquiries about the legality of trading in the controlled substances. If the amount exceeds the normal legal requirement and there is a suspicion of abuse, the INCB can intervene with the competent authorities of the exporting countries to prevent these deliveries.

Annual reports

In its annual reports, the INCB analyzes the global drug situation, warns governments of negative developments and makes recommendations for improvements. Three technical reports on narcotic drugs , psychotropic substances and illicit chemicals complement the report.
In its 2000 annual report, for example, the INCB criticized the excessive prescription of legal sedatives ( benzodiazepines ) in the US and Europe . In the 2007 annual report, the International Narcotics Control Council warns, among other things, of increasing drug crime and poppy cultivation in Afghanistan and criticizes the lack of prosecution of "large" drug traffickers.
