Addictive substance
As Narcotic Drugs (. English narcotic drugs ; as narcotics translated) are the Single Convention on Narcotic Drugs listed from 1961 substances the abuse constituted an evil for the individual and is fraught with social and economic danger to mankind (Preamble).
The list of narcotic drugs is in the Convention on Psychotropic Substances of 1971 with the synthetic drugs (Engl. Synthetic drugs ) and psychotropic substances (Engl. Psychotropic substances ) and the Vienna Convention of 1988 with chemicals (Engl. Precursor chemicals ; so-called. Precursors ) used for the illegal manufacture of these drugs. The contracting states undertake to control the legal use of narcotic drugs (e.g. painkillers) for medical and scientific purposes. It will refund the International Narcotics Control Board ( ; International Narcotics Control Board INCB report regularly).
The following three lists are issued by the Narcotics Control Council as a means of identifying the substances listed in the UN conventions. They also contain information for governments to complete the INCB questionnaires.
Yellow List of Organic Narcotic Drugs
With the protocol of 1931 the number of controlled narcotic substances was limited to the opium poppy , the coca bush and the hemp plant. The development of the pharmaceutical industry in the 1930s brought about the manufacture of synthetic substances in the laboratory. To protect society from the dangers of these substances, they were placed under international control in the 1961 Protocol.

Green list of psychotropic substances

Criticism of the classification criteria
The classification of the substances in the risk areas was criticized because the system does not take into account the fact that less risky substances can be produced from less risky substances. It was also criticized that alcohol and tobacco are the least controlled, even though they have the highest rates of death and disease caused by them.
