Seal of quality for sustainable housing

The Sustainable Housing Quality Seal (NaWoh) was developed in the years 2009–2012 by the Sustainable Housing Working Group of the “Sustainable Building” round table of the Federal Ministry of Transport, Building and Urban Development (BMVBS). It is awarded to new residential buildings that meet the criteria of the NaWoh rating system and that have undergone an independent review. It allows the description and assessment of the quality and sustainability of newly constructed residential buildings on a voluntary basis.

Similar criteria are used as in the BNB or DGNB systems, but specifically related to the housing industry framework. The NaWoh-Siegel is not a pure green label, but stands for a balanced relationship between the pillars of sustainability. Important cornerstones are resource-saving and energy-efficient new buildings, as well as a high quality of construction and living within the framework of economic profitability. No differentiations (gold, silver, bronze) are made.

The sustainable housing construction evaluation system was developed in the Sustainable Housing Working Group set up by the former BMVBS with the active participation of housing associations and companies in the housing industry as well as other institutions. Scientific support was provided by the Chair of Housing Economics and Ecology at the Karlsruhe Institute of Technology (KIT), represented by Thomas Lützkendorf. The general conditions and interests of the housing industry were given special consideration.

With this system, new multi-family houses to be built can be described and assessed since 2012. Within the various sustainability assessment systems for residential buildings available on the market, this system specializes in particular on the possibilities of action of housing companies as portfolio holders.

The award of the seal (certification) is carried out by the sponsoring association, the Association for the Promotion of Sustainability in Housing Construction (NaWoh), based on a certification scheme .

The NaWoh certification system has been checked and recognized by the BMUB. NaWoh is therefore recommended for planning and construction practice and is listed as a recognized system on the federal internet portal.

Evaluation criteria

The assessment is based on profiles. These are publicly accessible and free of charge for easy use on the website of the "NaWoh" association. The property is valued based on the following topics:

  • Living quality
  • Technical quality
  • Ecological quality
  • Economic quality
  • Process quality

A building cannot be assessed in isolation. That is why the general conditions of the market situation, corporate strategy, environmental conditions and location factors are taken into account. However, these criteria are not included in the assessment.

Awarded seals

Since the foundation of the association for the promotion of sustainability in housing construction in 2012 to 2019, 32 NaWoh certificates have already been awarded. There are 24 further applications (status: 07/2019) .

advancement

  • IFB Hamburg: A one-time grant of EUR 10 per square meter of living space is paid to meet the IFB-defined NaWoh requirement profile. The applicant must confirm that the planning and construction process has been continuously monitored by an expert who is part of the assessment system. This is to be announced to the IFB Hamburg.
  • KfW funding "Energy-efficient building and renovation - subsidy for building supervision (431)": Funding is provided for specialist energetic planning and construction supervision, optionally with sustainability certification, for new buildings or renovation of a KfW efficiency house. Funding takes the form of a grant that will be paid into your account after the project has been completed. The height is:
    • 50% of the eligible costs
    • a maximum of 4,000 euros per project

Similarities and differences to other sustainability assessment systems

All German sustainability systems work with the following similar groups of criteria:

  • Ecological quality
  • Economic quality
  • Socio-cultural and functional quality
  • Technical quality
  • Process quality

and supplement this informatively with location features.

At NaWoh, the “socio-cultural” and “functional” quality is specified as living quality. In contrast to other systems, NaWoh distinguishes between two types of criteria.

So-called evaluating criteria:

Assessment standards are defined and evidence of the fulfillment of minimum requirements must be provided. For some criteria, it is possible to display over-fulfillment in order to make particularly high quality visible.

So-called descriptive criteria:

Structural or organizational procedures are explained in accordance with a checklist and in compliance with documentation requirements. The type and scope of the description are checked.

Beyond that, however, a number of the decision-making criteria of portfolio holders cannot be evaluated using benchmarks or checklists. Therefore, the criteria in the evaluation system were embedded in a detailed description of the concepts and strategies for the housing industry goals as well as a location description with a development prognosis for the location.

Another difference to other systems is that a differentiation of the seal according to quality levels - e.g. B. in platinum, gold, silver and bronze - is deliberately avoided. If the criteria are met, the seal is achieved. Higher qualities can be made visible in a strength profile. This was important to the Working Group on Sustainable Housing, because the seal should also be used for housing construction for broad strata of the population without stigmatization ("only bronze"). Experience also shows that gold and silver are primarily applied for in structured systems, which limits the scope of interested users.
