Arab League Council

According to the Pact of the Arab League (PLAS), the Council of the Arab League ( Arabic مجلس جامعة الدول العربية, DMG maǧlis ǧāmiʿat ad-duwal al-ʿarabīya ) the supreme decision -making body and the highest authority within the system of the Arab League .

composition

The league council consists of delegates from all member states who have full voting rights. While the number of delegates per member state is not defined in detail, each member state - regardless of its size or the number of delegates - has only one vote. The meetings of the League Council must take place at least at the level of the Foreign Ministers (Art. 5/1 (a) Rules of Procedure of the League Council of July 24, 1973). Six committees have been set up to support the council and are supposed to deal with specific issues on its behalf (e.g. committee for economic affairs).

The League Council is a decision-making body of the Arab League and is responsible for the achievement of the goals. According to the league pact, he takes on important political and administrative functions:

  • He monitors the implementation of agreements that have been agreed between individual member states.
  • It decides on cooperation with other international organizations.
  • He appoints the Secretary General of the League (with a 2/3 majority) and gives his approval to the nominations of the Deputy Secretary General and Officials by the Secretary General.
  • The council decides on the admission and exclusion of member states.
  • He mediates in disputes between member states and with third countries, he takes measures in case of aggression towards members.
  • He approves the budget plan.
  • It decides on the internal rules of procedure for the council, committees and general secretariat.
  • The pact of the Arab League can be expanded by the council with a two-thirds majority.

Voting procedure

Each member state has one vote. The voting procedure in the league council is regulated in the statutes of the Arab League and in the rules of procedure of the league council of July 24, 1973. The council has a quorum if the majority of its members are present. A distinction is made between unanimous resolutions, resolutions with a two-thirds majority and with a simple majority. Only unanimous resolutions are binding for all members, all others only apply to the states that have agreed.

Session periods

The League Council meets twice a year (in March and September) for an ordinary session. Extraordinary meetings are possible at the request of at least two members. In principle, the body meets in secret, but it can meet publicly by resolution. The decision-making process is also secret, which clearly contradicts the common practice of other international organizations. The meetings are formally convened by the Secretary General and usually take place at the League's headquarters in Cairo . The presidency of the council changes at each session in alphabetical order of the members.
