The town hall in Flein was completed in June 1987 according to plans by Professor Klaus Mahlers from Stuttgart , whose design was awarded first prize after an urban planning competition. The building was inaugurated on August 21, 1987. The construction costs, including the purchase of the land, urban planning competition, outdoor facilities and furniture, amounted to DM 8.5 million.

In 1963 there were the first thoughts about building a new town hall. As a result, spatial programs were worked out in the following years, questions of location were clarified and visits were carried out. In a discussion by the Flein municipal council on September 4, 1975, the possibilities for renovating the provisional “additional town hall” in Kellergasse that existed up to that point were discussed. The construction of the town hall was linked to the question of location and space requirements. Ultimately, on April 6, 1978, the municipal council selected Kellergasse in Flein as the location of the future town hall from among six proposals. In the same year the final spatial plan was determined. The local council launched an urban planning competition for the town hall, in which Stuttgart professor Mahler was awarded first prize. After the drafts had been revised, his office, Mahler & Schaefer from Stuttgart, received the order. The construction was intended to solve two tasks, both an urban development and an architectural task. The urban development challenge was to rearrange the town center. Today, the town center is shaped by a triangular square with a view of the town hall's facade.

The architectural task was that the conference room with the foyer should be the architectural center of the town hall. A "light-flooded" house was created from a construction made of concrete, wood, metal and glass. In the basement there is an underground car park and ancillary rooms for the technical equipment. On the ground floor is the meeting room, the registration and social welfare office and the association building office. The mayor's office is located on the upper floor with ancillary rooms for general administration and finance.
