In Resolution 688 of the Security Council of the United Nations on 5 April 1991, the Security deals with the systematic expulsion of Kurds in Iraq in the 1991st

In order to be able to qualify the situation as a “threat to peace” according to Article 39 of the UN Charter and at the same time to uphold the hurdle according to Article 2, Paragraph 7 of the UN Charter, the Security Council referred to the expelled Kurds who fled to the neighboring countries of Iraq, and not directly on the internal human rights situation.
