The Rheinisch Bergische Stadtwerke Verbund ( RBSV ) is a planned merger of the following municipal utilities :

Both the energy supply and transport companies are primarily to be grouped together, but small secondary business areas (swimming pools) are also affected. According to external management consultants (including Sal. Oppenheim ), joint energy purchases and a new administration should allegedly achieve synergy effects / savings of around 19 million euros annually. Most of the merger agreements were concluded in the first half of 2008 and are to be implemented in early 2009. The new holding company would have over 1,500 employees, but over 200 jobs are to be cut in a socially acceptable manner in the medium term. The RBSV Holding GmbH should have its seat in Solingen.

After the city council of Velbert refused to approve the municipal utilities association at the beginning of January 2009, the Remscheid and Solingen municipal utilities are now negotiating.
