Rhenish mayoral constitution

The Rhenish mayor's constitution is an earlier type of municipal constitution , which was similar to the southern German council constitution in terms of the basic distribution of powers between the council and the mayor . In contrast to the southern German council constitution, the mayor was not elected directly by the community citizens, but by the community council. That is why the mayor did not have such a strong position in the Rhenish mayor's constitution (i.e. independent of the council) as in the southern German council constitution. Nevertheless, the mayor combined the tasks of the council chairman and the municipal head of administration.

Following the French model, it established itself in the Rhineland in the 19th century. The (Rhenish) mayoral constitution was in effect in Rhineland-Palatinate and Saarland after 1945 . In the 1990s it was abolished through the introduction of direct election of the mayor in accordance with the southern German council constitution.
