The Directive 91/383 / EEC is a Directive of the European Community . Through them is to ensure that temporary workers and workers with temporary contracts in terms of safety and health to enjoy the same level of protection as other workers in the user undertaking in the workplace.

Like all European directives, the directive is addressed to the member states and has to be implemented in national law by the individual member states. It is based on Directive 89/391 / EEC (the so-called occupational health and safety framework directive).

The guideline applies to fixed-term employment relationships as well as to temporary employment relationships , i.e. to employment relationships between a temporary employment agency and a temporary worker for the purpose of leasing the employee to a hirer. It is intended to ensure safety and health protection at work. On the other hand, it does not determine the conditions under which temporary or temporary employment relationships can be concluded. Rather, this is regulated by Directive 2008/104 / EC on temporary agency work .
