Robert D. Kaplan (born June 23, 1952 in New York ) is an American journalist and publicist.

In 1994, he set up a paradigm for global political developments in a highly regarded article for The Atlantic Monthly magazine entitled The Coming Anarchy . Kaplan believes global anarchy is imminent. He justifies this mainly with regard to the civil wars in Africa. His proposal to put a stop to this development is the hegemony of a liberal empire . American exceptionalism is based on this point of view .
