Robert Way Harty was born in 1779 to Timothy Harty and Margaret Lockington. On March 21, 1807, he married Elizabeth Davis. Several children were born from the marriage. On February 9, 1822, Harty was elected councilor of Dublin. As such, he held the office of Lord Mayor of Dublin from 1830 to 1831 . May 1831 Harty was elected to the House of Commons along with Louis Perrin for the Dublin City constituency. However, their election was contested and so both dropped out in August of the same year. Harty did not run again for the new elections. On September 30, 1831 he was given the hereditary title of Baronet , of Prospect House in the County of Dublin.

Harty's eldest sister Susannah († January 1803) married the future Dublin councilor and mayor Thomas McKenny in January 1790 .
