The Movimento Federativo Civico Popolare (German: Federal Citizens and People's Movement ), often also Rosa per l'Italia or Rosa Bianca (German: Rose for Italy or White Rose ), is a Christian Democratic movement in central Italy , with the motto “Freedom and Solidarity". It emerged from the split of a parliamentary group led by Bruno Tabacci and Mario Baccini from the center party Unione dei Democratici Cristiani e Democratici di Centro (UDC) from Pier Ferdinando Casini on February 8, 2008.

According to the founding members, the foundation of the popular movement goes back to the refusal of the chairman of UDC Casini to withdraw from the bipolarism in the Italian party landscape and to create a new force in the political center. With the split, Baccini and Tabacci criticize the practical re-entry of the UDC into the center-right party alliance Casa delle Libertà and the de facto recognition of the multi-billionaire Silvio Berlusconi as chairman of the alliance. In an interview with the television program Unomattina of the state broadcaster Rai Uno , Mario Baccini announced that the Rosa per l'Italia would stand as an independent party in the parliamentary elections in 2008, but a few days later he announced that the trend was towards the center -right alliance will go.

On February 12, 2008, the party leadership, which the former chairman of the CISL trade union Savino Pezzotta had joined, presented the official party symbol: a white rose with a stem and two leaves above the words “Libertà e Solidarietà” (German: Freedom and Solidarity ) on a blue background.

The top management also includes the former mayor of Parma Elvio Ubaldi , as deputy chairman ( Vicesegretario ), as well as the former president of the Banco di Roma and politician of the Democrazia Cristiana Pellegrino Capaldo as president of the ethical committee, with the supervision of the party finances. The Rosa per l'Italia completed before the 2008 elections the movement Italia Popolare - Movimento per l'Europa of Gerardo Bianco and Alberto Monticone on. The two MEPs Gianni Rivera and Beniamino Donnici also belong to the new formation.

On February 28, 2008, the party reached a consensus with the UDC on the establishment of a unit list of the center under the leadership of Casino. The party alliance stood for election with the name Unione di Centro . Due to this decision, as well as due to various candidacy disputes, Gerardo Bianco, Alberto Monticone and Gianni Rivera left the Rosa per l'Italia on March 11, 2008 .
