Ruan Chengfa

Ruan Chengfa (Chinese: 阮 成 发; pinyin: Ruǎn Chéngfā; born October 1957 in Wuhan , Hubei Province ) is a Chinese politician and has served as Deputy Secretary of the Communist Party and Governor of Yunnan since 2016 . Previously, he served as the secretary of the Wuhan Communist Party, the mayor of Huangshi , the chief of the General Bureau of the Hubei Province government, the lieutenant governor of Hubei, and the party leader of Xiangfan .

Life

Ruan was born in Wuhan. He started out as a textile worker in a local clothing factory in 1979. He joined the Communist Party in 1982. He studied international communism at Central China Normal University and received a doctorate in law. In 1994 he took control of the Wuhan Securities Commission. In September 1995, he became the Wuchang District Party leader in Wuhan. In December 1997, he was appointed general secretary of the Wuhan Party Committee. In March 1998, he became the mayor of Huangshi; the secretary general of the Hubei Provincial Government in November 2011; in December 2002, the party chief of Xiangfan; and in September 2004, the vice governor of Hubei.

In January 2008, he was appointed mayor of Wuhan. In January 2011, he was promoted to Wuhan Party leader. As party leader of the provincial capital, he was also a member of the Hubei Provincial Party Committee. Ruan has been credited with the explosive growth of infrastructure ; B. the construction of Wuhan's second ring road, Baishazhou Avenue and subway line 8 of the Wuhan Metro . The projects significantly reduced commuting times and eased the congestion in the city. However, the endless construction also put a strain on the city's finances. The intensive construction work was also blamed for extensive flooding after heavy rainfall in June 2011.

In December 2016, Ruan was unexpectedly transferred to Yunnan Province. On December 13th, Ruan was appointed governor of Yunnan.
