Rapporteur (European Parliament)
In the European Parliament, the rapporteurs are the MEPs who are responsible for a specific legislative proposal within the framework of the legislation of the European Union . After the European Commission has submitted a legislative proposal, the responsible committee in the European Parliament appoints exactly one rapporteur . He has the task of taking the lead in dealing with the relevant Commission proposal and preparing the submission for the opinion of the entire committee, which in turn serves as a basis for decision-making for the plenary session of Parliament.
The rapporteur is always provided with so-called shadow rapporteurs . This is to prevent the rapporteur belonging to a certain political group in the European Parliament from drafting the committee's decision proposal too unilaterally. Each political group represented on the committee has the right to appoint a shadow rapporteur. These are usually just as involved in the draft law as the lead reporter.
