Schnaitbach certificate

In the Schneitbacher deed of January 2, 1302 , due to financial difficulties in the duchy, the dukes Rudolf I and Ludwig IV granted the Upper Bavarian estates , that is, the assembled nobility , clergy and cities , the privilege of tax approval.

In return, the assembled nobility agreed to a “common viechstewr”, on condition that this cattle tax remained a one-off levy and that future claims would not be introduced against their will. This guaranteed tax approval right of the estates, together with the Ottonian Handfeste of 1311, marks the beginning of parliamentarism in Bavaria .
