Scotland Act 1998
The Scotland Act is a law passed by the UK Parliament in 1998 .
It creates a Scottish Parliament , lays down electoral rules and some rules of procedure for this Parliament, although most of the rules of procedure are to be dealt with by the Scottish Parliament itself. It also defines the legislative powers of the Scottish Parliament according to the negative enumeration principle, without, however, diminishing the rights of the London Parliament.
It also provides for a Scottish executive branch with a first minister and several ministers appointed by the queen after approval by parliament.
It also regulates the financial constitution in the sense that the funds are allocated almost entirely to Scotland from the UK budget. The quite extensive executive and legislative powers of Scotland are therefore not supported by a corresponding financial autonomy.
