Sergei Viktorovich Pugachev
Sergei Viktorovich Pugachev ( Russian Сергей Викторович Пугачёв ; born February 4, 1963 in Kostroma ) is a Russian oligarch and former banker . He was in a relationship with Alexandra Tolstoy .
Since 1992 he built up the Meschprombank (international industrial bank ), which went bankrupt in 2010. The bankruptcy of the bank, which received government loans of over one billion US dollars during the financial crisis, was considered one of the biggest financial scandals in Russia.
From 2001 to 2011 he represented the Republic of Tuva in the Russian Federation Council . He also had close ties with the Russian Orthodox Church .
In January 2011, he went abroad. He lived in London until mid-2015 and since then in Nice .
The Russian government applied for an Interpol arrest warrant against him in November 2014 . A London court imposed a freeze on him.
