Shaken (main inspection)

Shaken general inspection (車 検, Shaken) includes the technical inspection for vehicles with more than 250 cm³ in Japan .

Test arrangement

A key objective of the general general inspection is to check for impermissible technical changes to the vehicles. The police can use a sticker to order vehicles that have been modified and that no longer seem safe enough to take part in road traffic for a general inspection - it is a red sticker with yellow letters and the words 不正 改造 車 (fuseikaizousha "Illegal vehicle") and the Date.

Admission costs

The Shaken main inspection is carried out by a Shaken test center, where an appointment for a main inspection is made by telephone. The costs are divided into 1,400 yen (about 10 euros) for the registration forms, 25,500 yen for the technical examination, 29,780 yen for 24 months of technical approval (tax) and 8,090 yen for the recycling fund - the approval costs for different types of approval can vary (commercial vehicle , Private vehicle, commercial operation), so that the total costs for admission to general road traffic are in the range of 100,000 to 150,000 yen (about 1,000 euros), and sometimes even more.

For small cars, so-called kei cars , the shaken costs are around 60,000 yen and include mandatory liability insurance for two years.

The high costs result in a large number of used car exports.

Admission intervals

  • Private vehicles and two-wheeled motor vehicles have to go to the Shaken general inspection for the first time after 3 years and then every 2 years.
  • Small vans have to go through a general Shaken inspection every 2 years.
  • Trucks have to go to the Shaken general inspection for the first time after 2 years and then every year.
  • An annual general inspection is carried out for commercial vehicles.
  • Special vehicles have to go to a Shaken general inspection every 2 years.

Test procedure

There are legally prescribed test procedures that are carried out by state test centers or licensed workshops:

  • External inspection of the body - illegal attachments must be removed.
  • Track control of the wheels,
  • Light testing of headlights and signal transmitters,
  • Brake test,
  • Emission test,
  • Underbody inspection including damper test.

In the event of defects, a re-presentation is necessary before the road approval takes place.

Tuning

Tuning is widespread in Japan, but this is done almost exclusively by specialist workshops, which also ensure that the approval requirements are complied with. If illegal additions are made, it is very typical to remove them before the main Shaken inspection. There are no entries in the vehicle registration (as in Germany).

export

Vehicles for which it is no longer worthwhile to refurbish them technically for the relatively expensive general inspection are usually exported. These vehicle exports make up a significant proportion of Japan's international trade - 1.136 million used vehicles were exported in 2006 alone. The strict registration requirements of Japan ensure that the vehicles are mostly in an excellent condition for other countries.
