It was designed by the Yugoslav engineers Sostaric, Marjanovic and Curcic at Ikarus to replace the Utva 213 Vihor . The aircraft had a two-seat cockpit with a closed cabin and seats arranged one behind the other. It was powered by a Pratt & Whitney R-1340 -AN-1 radial engine.
After the two prototypes flew, serial production was transferred to the Soko aircraft factory. 110 aircraft were produced by 1961. It was used as a beginner's training aircraft for the Yugoslav Air Force and was not decommissioned until 1978.
