The construction of the Jülich solar tower power plant , a solar thermal test power plant , began in February 2008. This project was planned and built together with the Solar Institute Jülich and the German Aerospace Center (DLR) . In September 2008 the power plant was put into operation on a trial basis.

On August 20, 2009, the Jülich solar thermal test and demonstration power plant was officially handed over to the future operators, Stadtwerke Jülich . On June 29, 2011, DLR bought the solar tower from Stadtwerke Jülich for EUR 7.5 million. This means that the power plant will be used more intensively for research purposes in the future.

On an area of around eight hectares, the power plant has 2153 biaxial, sun-tracking mirrors ( heliostats ), which align themselves so that the sunlight is reflected towards the top of the 60-meter-high tower, where the receiver is located. The 22 m² receiver made of porous ceramic elements heats the air flowing through it to up to 700 ° C. The sun's radiation is concentrated up to 1000 times. The heat can be used, for example, to generate water vapor, which is used to generate electricity via a turbine. Around 400 private households can be supplied with electricity. Alternatively, solar hydrogen could also be produced.

Since the power plant functions as a pilot plant for power plants in southern Europe and North Africa , it is also of supraregional importance. An almost identical plant is currently being planned in Algeria .

Since the beginning of planning, there has been criticism of the choice of location in Germany instead of in a sunnier, more southern country - the later installation regions for commercial projects. Among other things, the Solarenergie-Förderverein Deutschland eV (SFV) headlined as a proponent of solar power generation with "Waste of funds!"
