Clare of Assisi had already in 1238, the order rules for the Poor Clares, which were drawn up according to the rules of the Franciscans, with Pope Gregory IX. submitted, but not approved it . In 1247, St. Clare wrote another draft rule and submitted it again during a visit to Pope Innocent IV, who finally approved these revised rules on August 9, 1253. On August 10, 1253, the bullied rules were brought by messengers to Klara, who was staying in San Damiano , Clare of Assisi died on August 11, 1253.

With this founding bull the “privilege of poverty” is essentially taken up, because St. Clare's poverty was a consequence of her fidelity to the Gospel.
