Special forms of regular service

Special regular services are in § 43 of the German Passenger Transport Act regulated (PBefG) specific types of regular service with motor vehicles. They are not part of the local public transport (public transport), since they are accessible only to certain user groups and not general.

A distinction is made between professional , school , market and theater trips ( Section 43 No. 1 to 4 PBefG ). These trips are legally part of the regular service and are sometimes also listed in published timetables , but are not accessible to the general public, but only to a very limited group of people. As a rule, the fare is based on the usual fare for public transport. However, § 45 PBefG allows exceptions to the regulations normally applicable to regular services for the duty to operate and transport, the transport fees and conditions as well as the timetables. This means that, for example, a fixed timetable is not absolutely necessary.

Professional buses are often used by certain large companies to bring employees from these companies to work . A works ID is usually required as a certificate of entitlement. Examples are the special buses and trains for employees of BASF AG in Ludwigshafen (buses listed in the VRN timetable book as route 476, trains regularly listed in the DB timetable), special buses for employees at Frankfurt Airport (route GG-67 of the RMV) or special trains in the Karlsruhe light rail network for KIT employees in Karlsruhe . In the railway sector, however, there is no comparable form of approval.

School buses are often approved as a special form of regular service if the journey should not be opened to outsiders due to operational conditions (time-consuming selling of tickets is not necessary), but approval as exempted transport cannot be considered. Buses that operate these journeys must wear the official school bus sign in accordance with Section 33 (4) BOKraft .

Market and theater buses according to § 43 No. 3 and 4 PBefG are rarely set up in their original form. In connection with Section 2 (6) PBefG, however, transports that are not intended to serve exactly the purposes specified in Section 43 No. 1 to 4 PBefG can also be approved as a special form of regular service. This concerns, for example, city ​​tours according to the hop-on / hop-off principle or special lines to large events such as public fairs or lines to shopping centers.
