The social security card (also: pension insurance card ) is a document that confirms its owner as a member of a statutory social security system .

Since January 2011, the previous form of the ID has been omitted. It is replaced by a letter from the pension insurance institution in which the social security number is communicated.

Every insured employee has a social security card which is issued by the responsible pension insurance agency ( Section 18h SGB ​​IV). When taking up employment , this must be presented to the employer upon request . In this case, however, it is often sufficient to state the pension insurance number .

The design of the social security card is laid down by the German Federal Pension Insurance Fund in principles that are to be approved by the Federal Ministry of Labor and Social Affairs and published in the Federal Gazette [for the period from January 1, 2011 cf. BAnz 2011, pp. 205–211 (SGB 4 § 18h Annex 1]).

The principles stipulate that the data mentioned in Section 18h (2) SGB 4 are only disclosed in the form of a cover letter, which then counts as a social security card. A cover letter tailored to the respective case is used, which is based on the reason for the issue of the social security card.

In detail these are:

  • Allocation of an insurance number (especially when starting employment)
  • Name change
  • Re-issue (social security card has been destroyed, lost or has become unusable)

Employees who have been posted to Germany by their employers from abroad must apply to a German health insurance company of their choice in Germany to issue a replacement certificate and have it with them. If you lose your social security card, you can request it from your employer or your health insurance company.

In the event of loss, a new social security card must be requested from the relevant pension insurance company. This is also necessary if the ID has been destroyed or has become unusable. The damaged ID must be returned when it is reissued. Each employee may only have one social security card ( Section 18h, Paragraph 4, Sentence 3, SGB IV).

Content of the ID

The social security card contains the following data:

  • the holder's pension insurance number
  • the family name and the maiden name (and, if applicable, academic title)
  • the first name

The ID card must not contain any other personal data. In addition, the designation “social security card”, the name of the issuing pension insurance institution and a consecutive form number are printed on.

Employee's obligation to submit

The employee is obliged to present the social security card to the employer at the start of employment or to submit it immediately if it is received later. In addition, the collection point must be notified immediately of the loss or retrieval.

Employer's Obligations

The employer must have the employee present the social security card when starting employment. Since January 1st, 2009 there is no longer an obligation to carry the car. Instead, employees in some industries are obliged to carry their identity card, passport, passport substitute or ID substitute with them ( Section 2a (1) SchwarzArbG).

Austria

The e-card in Austria is made available by the social security and contains, among other things, the social security number . It is therefore the current social security card (status: beginning of 2006).

In the social security card of the GDR (officially: "ID card for work and social insurance"; in short: SV ID card) was evidence of school education, vocational training, university / technical college visits, etc. a. Qualification measures with a degree, state awards, vacation and cash benefits as well as overtime worked (if leaving within a calendar year), voluntary supplementary pension insurance, labor law and social insurance relationships, medical treatment (outpatient / inpatient), recognized work accidents and occupational diseases, granted remedies and aids, x-ray examinations, Serial examinations as well as medical examinations for drivers and certain professions registered.

It was issued by the relevant social insurance agency (that was either the social insurance for workers and salaried employees (SVAA), social insurance with the state insurance of the GDR (SV / StV) or Wismut AG for the employees there).

Before the founding of the GDR, SV cards in the form of a cardboard card were issued by the social insurance institutions of the federal states. After the GDR was founded, the ID was in the form of a booklet, later a book. The book was bound in a green plastic cover from the late 1970s; on the front it bore the state coat of arms of the GDR , which was stamped on the cover. In addition, any incapacity for work (so-called lost work days) was entered. The social security card was the most important proof of the insured against the GDR pension insurance.

In addition, the book served as proof of health insurance and had to be presented at every visit to the doctor. The ID was issued when first taking up employment or training.

For the time between birth and first start of work there was the "social security and vaccination card for children and adolescents". This was initially in notebook form, later in book form with a hard cardboard cover (but in red instead of green) and had 48 pages. These were used exclusively for the documentation of vaccinations, diseases and medical treatments. The forms on the pages were accordingly geared towards the needs of children and young people.
