The Sport-Toto-Gesellschaft (STG) is an association founded in 1938 and based in Basel . The association registered in the commercial register aims to raise funds to support and co-finance sport. The Sport-Toto-Gesellschaft no longer does sports betting. Its purpose today is limited to the forwarding of the funds flowing into it from the two lottery companies Swisslos and Loterie Romande (Art. 2 Para. 2 of the association's statutes). In addition, he lobbies for the aforementioned two lottery companies (Art. 2 Para. 3 of the association's statutes).

composition

The association consists of 30 full members and (as of March 3, 2018) 5 additional honorary members. Based on the statutes, the full members are composed as follows: - 15 government councilors from the Swisslos cantons - 5 government councilors from Loterie-Romande - 10 representatives from the sports organizations

Because only a few government councilors take part in the annual general assemblies, while the representatives of the sports organizations and honorary members, who mostly also belong or were members of sports organizations, are usually present in full, the sports organizations regularly have a clear majority in the decision-making process. This is problematic insofar as the primacy of politics (provided for in the statutes) is not guaranteed in this way and rather the beneficiaries of the funds to be distributed by the Sport-Toto-Gesellschaft - the sports organizations - mostly independently through the funds that flow to them Funds decide. The sports organizations are represented in the STG by the 10 members to be appointed by Swiss Olympic (and also by the honorary members).

Source of funds

In 2016, the STG distributed 33.4 million Swiss francs. 26.8 million francs of this came from the annual profit of Swisslos in 2015, and 6.6 million francs from the annual profit of Loterie Romande in 2015.

Use of funds

In 2016, STG distributed the 33.4 million francs to the following beneficiaries: 25.6 million to Swiss Olympic 4.5 million to the Swiss Football Association and the Swiss Football League 2.3 million to the Swiss Hockey Federation 1.0 million to Sporthilfe

transparency

The STG does not publish its annual accounts, the minutes of its general meetings or the reports of the auditors.

The legality of the increase in the direct distributions from Swisslos to the Sport-Toto-Gesellschaft is controversial (from 2017 around 44 million francs annually instead of around 28 million francs annually as before).
