City Parents Council

from Wikipedia, the free encyclopedia

The municipal parents 'council of day-care centers (crèche, kindergarten, day-care center and day care) is referred to as the city parents' council (also under the terms city parents ' council, district parents' committee , general parents ' council, youth welfare office parents' council ).

Structure and structure

The rather well-known Kreiselternrat is a parent representation clearly structured by the respective state legislations (school laws) with the task of "school". It is followed by the State Parents 'Council and the Federal Parents' Council .

The City Parents 'Council is formed within a city or municipality by the parents' councils of the individual institutions and is the contact for all parents from municipal and independent organizations . The separation of the two types of parents' council is due to the separation of the state task of school and the municipal task of day care, day care and day care . In many cities, the city council structure has therefore developed into a school committee and a youth welfare committee . Schools and teachers are assigned to the state in terms of personnel, while day-care centers, after-school care centers and day care with educators are assigned to the city or municipality.

The state day-care center law or the state constitution usually provide the basis for the formation of a city parents' council. In the example of Saxony, this is stated in Section 6 (4) of the SächsKitaG with the simple sentence "To advise and support the parents 'councils of the facilities, parents' councils can be formed at the municipal and district level." justified.

This great freedom from legal requirements (see structure of the regional parents' council) in terms of structure and tasks has both advantages and disadvantages.

disadvantage

  • The degree of recognition (due to the lack of a legal basis) can be low in some municipalities
  • The degree of recognition (due to a lack of municipal recognition) may be low for some daycare centers or providers
  • no financial support required
  • Establishing and building a network often involves many hurdles

advantages

  • no financial commitment also means no influence ("Wes bread I eat, des Lied I sing")
  • Free critical expressions of opinion possible
  • Creation of own areas of responsibility together with the parents as required
  • more self-esteem if you have goals or acceptance
  • Develop partnerships on a common basis, instead of legal requirements

Since there are often problems that affect both parent representatives (city council and district parents council), it makes sense to join forces under one umbrella community. Common topics include: B. the choice of food provider (these mostly supply daycare centers and schools), premises in the after-school care center (many after-school care centers are rented in elementary schools) and further training for parents. Close contact is also important in order to win over active daycare parents for the school parents' council later on.

Development of a city council for parents

As a rule, one parent should be appointed to the City Parents' Council from each parent council in an institution and should represent his institution there. A board of directors or chairman can be chosen from among them. Some city parents 'councils also only form a speaker group, where automatically only the active parents of the already active parents' councils meet. This group then organizes events and meetings, leads working groups and is in contact with the administration, city council or the press. The City Parents' Council can issue statutes and / or rules of procedure.

Tasks of a city parents council

  • Organize further training measures for parents' councils in the facilities (rights and obligations)
  • Create an exchange of experiences between parents
  • Collect problems, as the same problem often occurs at several facilities and you can therefore appear as a group
  • Public relations and network building (homepage, social networks, e-mail distribution list)
  • Look for associations with other city parents' councils to B. to carry problems up to the state government

Youth Welfare Parents Advisory Board

One or the other federal state tries to establish city parents' councils in its state laws analogous to the district parents' councils (here under the name of youth welfare office parents' council). Time will tell whether the rather small number of active parents in the day-care center can be expected to participate in this annual election marathon (Kita-Jugendamtselternbeirat-Landesparternrat).
