A master number is a personal identification number regulated in Section 2 ( 8) of the E-Government Act in Austria . According to Section 6 of the E-Government Act, this can only be created by the master number register authority .

In the case of natural persons who are entered in the central register of residents , it is formed from the ZMR number . For all other natural persons, their order number in the supplementary register is to be used. The calculation is carried out using a key and seeds known only to the master number register authority using the symmetrical encryption method Triple DES and is then output in Base64- coded. For legal persons , the commercial register number , the number of associations register or the ordinal number assigned in the supplementary register are used as the master number without encryption.

The area-specific personal identifier is derived from the base number.
