The Foundation communicate barrier-free! is a German foundation under civil law established in 2005 with charitable goals and is based in Berlin.

She sees the issue of accessibility as a concern for society as a whole and has set herself the goal of promoting inclusion in work, education and society. It wants to create the necessary conditions to allow people with disabilities to participate equally in the communication and knowledge society.

background

The subject of barrier-free communication deals with the use of modern information and communication technologies to compensate for disability-related (communication) restrictions . Examples of this are the implementation of accessibility in the Internet and intranet . Another area is the use of supporting computer technologies: These include technologies such as eye control and oral mouse, which enable the computer to be operated in the event of physical limitations. Technologies for information output, such as screen readers and braille displays for people with visual impairments, are also included. Technologies for assisted communication are also included, as the use of voice computers makes communication possible in some cases.

Barrier-free communication is a topic of great social relevance. This is also illustrated by political developments such as the UN Disability Rights Convention , which Germany committed to implementing in 2009. To ensure compliance with this, the federal government adopted a National Action Plan (NAP) in 2011. The barrier-free information technology regulation 2.0 of 2011 also illustrates the relevance of the topic.

The Foundation

The foundation was established in 2005 by the Technischen Jugendfreizeit- und Bildungsgesellschaft (tjfbg) gGmbH (formerly Technischer Jugendfreizeit- und Bildungsverein (tjfbv) e.V.) as well as Cisco Systems GmbH , IBM Deutschland GmbH , Siemens AG . It is financed through foundations, public funds, donations in kind and sponsorship money from the private sector as well as its own income. It arose from the idea of bringing barrier-free and equal-opportunity communication into the social discussion and anchoring it there in the long term. Communicate barrier-free as organs of the foundation! the Board of Trustees and the Board of Trustees act. The foundation is also supported by its founding partners.

Award

In 2007 the project became barrier-free communication! awarded by the Germany - Land of Ideas initiative under the patronage of the Federal President.

aims

The foundation has set itself the task of overcoming barriers in the use of information and communication technologies, supporting people with disabilities and thus enabling them to participate equally in the information society . Accordingly, both opportunities (e.g. expanded educational opportunities, making it easier to cope with everyday life) and risks (e.g. new barriers due to new technical developments, self- evident high media and information processing skills) for people with disabilities should be shown as a cross-sectional task within society . She wants to implement appropriate strategies for action and bundle public , economic and civil society engagement . This is intended to bring the idea of inclusion into the consciousness of the population and to anchor it there as a matter of course. In the foundation statutes, version of July 1, 2005, this was stated as follows:

“The purpose of our foundation is to promote barrier-free communication for people with disabilities or those at risk of disability, whose disability is age-related, congenital, caused by accident or illness. Barrier-free communication in the sense of our statutes is the self-determined and equal opportunity of disabled people to use computers, the Internet and their applications. This includes all information and communication techniques and technologies. "

Fields of action

To implement the goals, the foundation has chosen a practice-oriented approach and defined the following fields of action:

  • An important area is testing different technologies for their potential to support people with disabilities in their communication. A close exchange with technology and media experts, programmers and educators as well as those affected is the main focus.
  • With the help of this knowledge, those affected are advised . Brochures, reference works and databases are also available to provide an overview of the existing technology. In addition, further training and workshops are carried out, for example to educate teachers or employers about barrier-free communication.
  • In order to ultimately sensitize society to the topic , communication with the public is another field of action. This includes, above all, the dialogue with public and state institutions, companies in business and services, clubs and associations, parties and non-governmental organizations as well as affected citizens and their relatives.
  • To promote understanding in society, an adventure course was set up in which various assistive technologies can be tried out in a playful way. In this way, fear of contact with the subjects of “ disability ” and “ technology ” should be reduced. This is largely mobile and is regularly exhibited at other institutions such as universities.
  • In addition, the foundation is regularly at events such as the Berlin Foundation Week to present its concerns.
