The penal colony was next to a boulevard leading to the Old Government House by Governor Arthur Phillip led. Rose Hill was a town that Phillip founded. According to his ideas, huts for convicts were built next to this road. There were 32 huts in the size of 7.30 × 3.65 m (24 × 12 feet), which were made of a clay wattle and that were thatched. Each hut intended for male convicts had two rooms, one of which had a fireplace and a brick fireplace. These huts were designed for 10 men each. However, according to a report from November 16, 1790, 12 to 14 men lived per house.

Across the street were nine huts that were only inhabited by unmarried women. There were other huts on the road for families of convicts that were distinguished by good behavior.

In the period from 1814 to 1815, these convict huts were demolished as part of landscaping work for a park at the instigation of Governor Lachlan Macquarie .
