The beginnings of the institution go back to the 1930s. There is forced labor . Police uniforms are produced in the institution, whereby shifts of up to 12 hours and weekend work are the rule to meet labor standards. According to their own statements, the detainees earn between 300 and 500 rubles per month for this. The director of the institution is currently (2013) Alexander Kulagin, his deputy is Yuri Kuprijanow.

Nadezhda Andreevna Tolokonnikowa , a member of the band Pussy Riot , was incarcerated in the camp from autumn 2012 to November 2013. Members of the Russian Presidential Human Rights Council confirmed Tolokonnikova's allegations after a visit in September 2013. In addition to the harsh working conditions, there is also violence among inmates, which has already led to serious injuries and one death.
