The Strategic Plans Division (abbreviation: SPD ) oversees and controls Pakistan's civil and military nuclear facilities .

Function and structure

The SPD was founded in March 1999. It takes over the day-to-day business of security and control of Pakistan's civil and military nuclear facilities. It exercises administrative authority over research, development and production of Pakistan's nuclear arsenal and commands its own security forces who are responsible for protecting the nuclear facilities. It reports to the highest body of the Pakistani nuclear force, the National Command Authority , which is headed by the Prime Minister. It sets the dates and the agenda of the NCA meetings, formulates and develops long-term strategies for the three branches of armed forces, monitors the safety of the nuclear facilities, controls the budget of the nuclear forces, formulates the policy of Pakistan at the Geneva Disarmament Conference , coordinates the nuclear forces and the others Military branches and inspections according to the chemical weapons convention . Their relatives take part in disarmament talks with India and inform parliamentary committees about nuclear policy.

The security department of the SPD takes over the protection of the nuclear facilities. It consists of 25,000 specially trained soldiers and reports directly to the General Director. He is appointed by the Prime Minister in his capacity as Head of the NCA on the proposal of the Chairman of the Joint Chiefs of Staff. One of her safety duties is the screening of persons employed in the nuclear sector through the Personal Reliability Program (PRP), which was introduced in 2003 following consultations with the United States. In 2015 she monitored around 150,000 people. It has its own secret service that is not controlled by the ISI .
