In 1964 the first draft for the step high-rise was made, but it was not implemented. Construction began on June 8, 1965. In 1966, while the construction phase was still in progress, the first tenants moved in. The topping-out ceremony took place on October 21, 1966 . In 1967 the step high-rise was completed and completely occupied. Originally planned, green roof terraces were not implemented for cost reasons.

The aerated concrete (Thermocrete concrete) used in the construction offered comparatively good sound and heat insulation, but proved to be not durable, so that the step high-rise was demolished in spring 2018 due to unrecoverable construction defects. On December 18, 2018, the last section of the high-rise was laid down.

Around 100 doors, as well as windows and other utensils, found a new use in 2018 for the art installation Behind closed doors in the architecture pavilion of the Institute for Architectural Art at the Technical University of Braunschweig .

For the successor building, Neuland organized an architectural competition in 2015/16 , in which the design by the architects Bayer & Strobel from Kaiserslautern emerged as the winner. In order to meet the high demand for housing in Wolfsburg, the new building will have 220 apartments.
