In Bolivia , the day of the sea ( Spanish Día del Mar ) is celebrated annually in memory of the loss of the Litoral Department to Chile in the saltpeter war in the 19th century . It is celebrated every March 23rd with a celebration in the Plaza Avaroa in La Paz in honor of Eduardo Avaroa with the participation of the President and also in many other regions around the country. For Bolivia, the Day of the Sea is an opportunity to remember its own position on the unresolved conflict and to emphasize the demand for the country to restore its own access to the Pacific Ocean.
