Talanoa

from Wikipedia, the free encyclopedia

" Talanoa " refers to a discussion, negotiation or dialogue format in which the participants come together or are organized in small groups or just in pairs.

The procedure was introduced at the UN Climate Change Conference in Bonn 2017 (COP 23) under the presidency of Fiji and was used for the first time at such an international level; Here it should answer the questions "Where are we, where do we want to go, how do we get there?" ("Where are we, where do we want to go, how do we get there?") Serve. The intimate setting should ensure a trusting atmosphere and a rather informal character of discussion without negotiating pressure and thus enable the solution of very contradicting or even incompatible points of view.

The term comes from the Pacific region and stands for the traditional form of non-confrontational decision-making on questions of social well-being in consensus .

After controversial issues at the official level could not be resolved at the COP 24 in Katowice in December 2018, the Talanoa principle was applied at the ministerial level in the second week ; here the question was "How do we get there?" ("How do we get there?").

At the 9th " Petersberg Climate Dialogue " in June 2018 in the run-up to COP 24 in Katowice, the format was also used to find a consensus.
