Petersberg Climate Dialogue

from Wikipedia, the free encyclopedia

The Petersberg Climate Dialogue (the English term Petersberg Climate Dialogue is in use internationally) is a series of annual international conferences at ministerial level that serve as a source of inspiration for the preparation of the annual UN climate conferences . The informal rounds of talks by representatives of selected countries serve to sound out possible alliances. The dialogue was launched after the failed climate summit in Copenhagen in 2009 on the initiative of Germany in order to revitalize the climate protection process. Since the first Climate Dialogue took place on the Petersberg near Bonn , the name was retained for the following conferences, although they have since taken place in Berlin. The conferences are jointly sponsored by Germany and the host country of the upcoming climate conference.

List of conferences

Alternatively, the numbering of the conferences is done with a Roman numeral in the back , e.g. B. Petersberger Klimadialog I , or English with a prefixed ordinal number , so z. B. First Petersberg Climate Dialogue :

Although COP 26 was postponed due to the COVID-19 pandemic , ministerials from around 35 countries also met exclusively on a digital level for the first time because of COVID-19. The meeting is considered to be significant, since greatly improved climate protection commitments by the states are considered necessary in order to achieve at least the two-degree target of the United Nations. Participation and dialogue should also be ensured with video messages from NGOs , a live stream of speeches in the high-level segment and through Twitter (hashtag # PCD11).

Results

2010

Petersberg I contributed to the preparation of the climate protection package for the 16th UN Climate Change Conference in Cancún for a step-by-step approach and designed a "line of action" in addition to the existing "line of negotiation". Among other things, the partnership for mitigation strategies and transparency in the implementation of the goals with South Africa and South Korea was launched.

2015

The VI. The Petersberg Climate Dialogue prepared the Paris Climate Conference in December 2015. The participants agreed that climate protection contributions from the individual countries should be presented well in advance of the Paris conference and that ambitions to close the gap to achieve a 2-degree ceiling should be increased. In addition, developing countries should be given special support in pursuing their climate protection goals.

2019

Since the 2018 COP 24 in Katowice agreed on a common set of rules for the Paris UN climate agreement of 2015, in preparation for the world climate conference in Chile, the focus in 2019 was less on renegotiating climate targets: because the previous national climate protection contributions were not enough, the target To achieve a temperature rise of no more than 2 degrees , the central point should be the review and improvement of the contributions agreed in Paris in 2020 as well as their financing ( e.g. CO 2 price ).

In an interim assessment before the COP24 in Katowice , the German Environment Minister Svenja Schulze, on behalf of her federal government, admitted that the national climate targets for 2020 would be missed: Electric power is now 36% renewable, but the phase-out from coal- fired power generation is the limit for her country Probably the greatest challenge, a " climate protection law " is being prepared. The format of the Talanoa dialogue from the conference of the host country Fiji 2017 in Bonn was resumed in 2018 in order to search for a consensus . The parliamentary group leader of the Greens in the Bundestag Anton Hofreiter then called on the government of the fourth largest industrial nation in the world and the largest generator of lignite to take concrete climate protection measures, including in traffic , buildings and agriculture. 7 to 10 gigawatts of brown coal electricity should be switched off immediately in view of overproduction. It is simply about the livelihoods of children in particular.

2020

As early as mid-April 2020, on the initiative of the chairman of the Environment Committee in the European Parliament , Pascal Canfin, 180 politicians, including Germany's Federal Environment Minister Svenja Schulze (SPD), ministers from ten other EU countries such as France, Italy, Austria, Portugal, Sweden and Spain as well Company bosses , managers, trade unions and experts are encouraged to place greater emphasis on sustainability in recovery measures for the economy after the COVID-19 pandemic : Investments at all levels must emphasize climate protection and the preservation of ecosystems . Prior to the conference the "2-degree foundation" appealed then additionally again nearly 70 well-known German at the initiative of industrial companies , including Allianz SE and Bayer AG , E.ON , HeidelbergCement , Otto Group , Puma , Telekom Germany or the ThyssenKrupp AG of the German federal government to use a new start consistently for sustainability and climate protection in order to achieve crisis resilience . At the beginning of the conference, Svenja Schulze pointed out that the design of future economic programs to cope with the consequences of the "Corona crisis" would determine real progress in climate protection.

The Z. B. from the environmental and development organization German Watch and other NGOs unclaimed higher climate target of 55 percent CO 2 -reduction by 2030 compared to 1990 attacked Chancellor Angela Merkel with a view of the beginning on 1 July 2020 German EU Presidency and discussed European Green Deal on and advocated a goal of 50 to 55 percent; Svenja Schulze had already advocated a corresponding increase in her opening speech. In addition to Merkel, at the end of the virtual conference, UN Secretary General António Guterres also described the Corona crisis as an opportunity to build a new, healthier and more resilient world.

criticism

At the IX. Petersberg Climate Dialogue in June 2018, the speech by German Chancellor Angela Merkel in the public part of the event was sharply criticized because of the many generalities of environmental associations, leftists and Greens. In connection with the event, the parliamentary group leader of the Greens , Anton Hofreiter , demanded an apology from Merkel "for the many great words that she has come up with in the past and the few deeds that followed".
