The driver's license for passenger transport ( FzF for short ) and the associated “ driver's license for passenger transport” (also “passenger transport license ”, “P-license” for short) for rental cars with drivers , taxis , cars in regular service or cars in commercial excursion traffic / holiday destination traffic are required if you want to transport up to eight people commercially.
The legal basis for acquiring a driver's license to transport passengers is the Driving License Ordinance (FeV). The driving license for passenger transport does not replace the regular driving license for vehicles.
The execution of the driver's license for passenger transport is uniform nationwide, with the exception of the photo, which is not required in all federal states.
Persons who acquire or carry a passenger transport ticket must guarantee that they meet their special responsibility for the transport of passengers, have local knowledge and are suitable for their health. The permit for passenger transport is granted for five years and can then be extended. The minimum age is 21 years. The applicant must hold a class B driving license for at least two years.
The provisions of this Act are subject to the paid or business-like transport of people by trams , trolleybuses and motor vehicles. The remuneration also includes economic advantages that are indirectly sought for the profitability of an employment supported in this way.
There are different requirements, for example the local knowledge, for the acquisition of a driver's license to transport passengers for taxis.
For those doing community service , exceptions to the minimum age and driving experience have been granted according to § 74 FeV.
Documents for the first purchase
The following documents are required for the first purchase:
- Formal application (available from the driving license office, usually the road traffic authorities of the municipalities and districts)
- Identity card or passport (only together with a valid confirmation of registration)
- Driving license (only the EU card driving license is accepted)
- Expert opinion from a doctor with the field designation “occupational medicine” or the additional designation “industrial medicine” or expert opinion from an assessment body for driving fitness regarding physical and mental fitness. The driver's license authorities provide information on which doctors can prepare this report. This involves performance diagnostics (stress test, reaction test, perception test), so-called performance psychological examination.
- Medical certificate or opinion about eyesight
- Certificate of good conduct document type O (for submission to authorities)
- Proof of local knowledge (available from the driver's license office in whose area you are driving - no proof required for rental cars and ambulances since August 24, 2017). In this exam, questions about well-known sights and buildings, public facilities or districts must be answered. Likewise, travel routes are usually queried, with the start and destination points being specified and the graduate of the examination being required to specify the shortest route to the destination in detail and precisely. Proof of local knowledge is generally only required for taxis.
The fees for obtaining the above documents differ depending on the service provider or authority and total a low three-digit amount.
