Telecommunication Regulations

The telecommunications regulation ( TKO ) was a statutory ordinance in the telecommunications law of the former Deutsche Bundespost and contained provisions that were necessary to carry out telecommunications in practice. The fixed fees and costs for the services provided by the Deutsche Bundespost were also included. The telecommunications regulations were binding for the telephone subscriber and the Deutsche Bundespost.

In the first version of January 1, 1988, the telecommunications regulations were divided into eight parts and five appendices with a total of 585 paragraphs . The usage ordinances valid up to the TKO were individual ordinances arranged according to telecommunications networks, which took into account many technical contexts and assigned specific purposes to the individual networks (e.g. the telecommunications ordinance ). The telecommunications order, on the other hand, was an overall ordinance with a modular structure, classified according to telecommunications services (area 1) and telecommunications services (area 2).

In the Federal Law Gazette of November 5, 1986, the future telecommunications regulation was published, which was initially entitled “Ordinance on the conditions and fees for the use of telecommunications equipment (Telecommunications Regulation - TKO)”. A new version was published on July 16, 1987. The telecommunications regulations came into force on January 1st, 1988. They replaced the individual ordinances (§462 TKO) that had been in effect until then:

  • Telecommunication Regulations (FO)
  • Ordinance for the telex and Datex service (VFsDx)
  • Ordinance on the public direct call network for the transmission of digital messages (DirRufV)
  • Telegram order (TO)

31 changes were made during the period of validity of the telecommunications regulations. On August 1, 1996, the TKO was replaced by the Telecommunications Act (TKO).
