The series follows Professor Wolfgang McGee, an academic who secretly manages a spy list and used to be a spy himself. The people on this list, known as Romeo or Juliet agents , are informants who are in close contact with intelligence targets. The Vancouver-based recruits infiltrate the city's heroin trade. In the meantime, Wolfgang McGee is leaving his role as an asset handler to investigate an attempted bomb attack in Vancouver, which could be a false flag operation.
