Theodor Elster

Theodor Elster (* 1948 in Oldenburg ) is a former German local politician and lawyer. From 2004 to 2011 he was district administrator (independent) in the district of Uelzen .

Career

Elster studied from 1968 law , most recently at the University of Göttingen . In 1973 he passed the first state examination in law. The following year he worked as an assistant at the Center of European Governmental Studies at the University of Edinburgh . From 1975 to 1978 he completed a legal clerkship . In 1978 Elster passed the second state examination and received his doctorate with a legal dissertation on favorable administrative acts with conditions, restrictions and requirements at the University of Göttingen. He then worked as an administrative judge in Lüneburg and Oldenburg. In 1979 he was seconded to the Ammerland district . In 1980 he became the general representative of the upper district director of the Ammerland district, and in 1986 he became the senior district director of the Uelzen district. In the district election in 2003 in the Uelzen district, he prevailed against Gerhard Schulze (CDU) and Jacques Voigtländer (SPD). His term of office as a full-time district administrator began on July 1, 2004 and ended on October 31, 2011. For reasons of age, he did not run again for the 2011 district administration election, but retired. Elster currently works as a lecturer at the University of Hanover , where he lectures on administrative law in practice.
