On the feast of the Exaltation of the Cross, September 14, 1211, he founded the mother monastery of the new community in Clair-Lieu at the gates of Huy on the Maas, which was confirmed papally in 1248. Theodorus was previously a canon at the cathedral chapter in Liège , which he left with four other canons to re-establish with the intention of a stronger community life and service to the faithful. The main task of the order was probably already in its time the care of pilgrims , although it has not been conclusively clarified whether this form of Christian service to one's neighbor was also the primary impetus for the new foundation or only the protest about secular way of life at the episcopal church in Liège the decisive factor in the separation from Chapter gave.

Theodorus' origin is believed to be in the family of the Lords of Celles, in the area between Liège and Namur.

The European province of the order has had his name since 2000.
