The Trans-European telematics service between Administrations (English T rans- E uropean S ervices for T elematics between A dministrations) short TESTA is a network that the communication ensures between different administrative bodies in Europe. The KoopA ADV , the cooperation committee for automated data processing federal / state / local authorities had TESTA developed as an overlay network . TESTA uses the existing network infrastructure, but is logically self-contained, comparable to a Virtual Private Network (VPN).

TESTA network in Germany

The German TESTA network, TESTA-D for short, is an e-government platform in the German administrative network and provides the connected offices with a secure, fast and confidential environment for the supra-regional exchange of data. One of the basic tasks of the TESTA project was to merge the German national networks and connect individual federal authorities. T-Systems , a subsidiary of Deutsche Telekom, is responsible for the technical implementation and maintenance of the network . As part of the national e-government strategy, the more recent Germany-Online project is being pushed ahead, replacing TESTA-D for purely domestic German file exchanges.

TESTA-D is based on a network with the Frame Relay and ATM platform from T-Systems, which uses Multi-Protocol Label Switching ( MPLS ) technology. The TESTA locations, which are available to TESTA users with high availability, are connected to the backbones via MPLS routers. Data in the TESTA network is encrypted using IPSec . In March 2007, more than 70 administration networks were connected and around 100 applications and processes were made available via the TESTA network. A mail relay for routing Internet e-mail domains and a DNS service are available as central services in the TESTA network . The use of digital signatures, encryption and authentication services can be implemented on the basis of certificates from the TESTA-CA of the administration public key infrastructure.
