KoopA ADV

The Koopa ADV ( Cooperation Committee Automated Data Processing Federal / State / Local area ) was the body which in the context of e-government of the initiatives in Germany for shared principles for information and communication technology to the levels of government federal, state and local authorities was responsible. Thus, the municipalities and the states also had the opportunity to present their ideas about the use of IT in public administration at the federal level and, which was increasingly the case, at the EU.

In addition to the mediation function of the various administrative levels, the KoopA ADV played an important role in the D21 initiative . In this context, he supported joint initiatives by the private sector and public administration . On the one hand, the work of the KoopA ADV pursued the goal of ensuring the economic efficiency of IT use in the administration, and on the other hand, the interoperability of the administrations within one level but also across levels should be guaranteed. For this purpose, the transnational communication network " TESTA " was set up, which should be connected to the EU network.

In addition, KoopA ADV was responsible for setting up a directory service based on the X.500 standard to support the cross-border exchange of electronic mail. To enable standardized data exchange, the KoopA commissioned the development of the XML-based standard OSCI Transport ( Online Services Computer Interface ). In addition to this standard, the KoopA ADV also developed standardized methods of encryption and signature.

The cooperation committee was founded on February 10, 1970. With the new Article 91c of the Basic Law, information technology has been given constitutional status. On the basis of the IT State Treaty , the IT Planning Council was founded as a new steering committee. This includes the federal government and the 16 states. Municipalities are left out. The KoopA, to which the federal government, federal states and municipalities belonged, and also the round of e-government state secretaries were dissolved or merged into the IT planning council. The cooperation committee met for the last time on 18./19. March 2010 in Schwerin.
