Germany-Online

Deutschland-Online is the name of an e-government strategy jointly supported by the federal, state and local governments to improve the use of information technology and the use of the Internet in public administration in Germany. It has since been replaced by advanced programs.

The central work plan of the strategy was an action plan that is updated annually. This contained various projects for the introduction of central and IT-based procedures for state services.

In the course of federalism reform II and the introduction of Article 91c in the Basic Law in 2009, the foundations for IT cooperation across the federal and state levels were constitutionally strengthened. The implementation is carried out by the " IT State Treaty " that came into force on April 1, 2010 . With the IT State Treaty, the IT Planning Council was set up as the central body for federal cooperation in information technology.

To simplify administration, the Germany online strategy was finally integrated into the National E-Government Strategy (NEGS) of the IT Planning Council. The projects and impulses started with the Deutschland-Online action plan have therefore been continued since 2012 via the NEGS and the IT planning council's action plan.

For the optimal use of information technology in public administration , a cross-level integration of administrative processes became necessary. At the time, this goal was opposed to the heterogeneous IT landscape of the federal, state and local governments. Processes without media disruption within the individual administrative levels and between them were usually still the exception.

The aim of Deutschland-Online was therefore to create a fully integrated e-government landscape in Germany. The strategy should set the necessary standards and capitalize on the strengths of federalism : Individual partners lead the way with model solutions that also benefit others (principle “one or some for all”). In this way, uniform and consistent online services should be created across all administrative levels.

On June 22, 2006, the heads of government in the federal and state governments adopted the first Deutschland-Online action plan in order to deepen cooperation between the projects. The action plan was updated annually up to and including 2011.

The main points of the action plan were the concentration on a few, selected projects and closer networking with the conferences of the specialist ministers. The prioritized projects included infrastructure projects for better electronic collaboration across all administrative levels and important mass procedures.
