Media @ Komm is a project launched by the federal government in 1999 and ended in 2003 for the development of various municipal services in the field of e-administration using the digital signature . The aim of the project was secure, legally binding and trustworthy transactions without media discontinuity between administrations , citizens and companies .

The project coordinator was the German Institute for Urban Studies . One of the best-known results from the announced city competition Media @ Komm are the OSCI transport protocol and an online transaction platform Governikus .

MEDIA @ Komm-Transfer

The follow-up project of the Federal Ministry of Economics , Media @ Komm-Transfer , was part of the Deutschland-Online initiative and ran for another three years. The project started at CeBIT 2004. The main objective of the project was to link municipal and regional e-government initiatives and thus support the transfer of knowledge in order to come as close as possible to the ideal of virtual town halls . Another focus of MEDIA @ Komm-Transfer was international cooperation with the priority countries Russia and China. Capgemini acted as the coordinating transfer agency .

As part of the project, the Best Practice Award MEDIA @ Komm-Transfer was awarded several times , which was endowed with prize money for the implementation of the planned projects.

At the first award in 2004, a project by the Free and Hanseatic City of Hamburg and two projects by the Segeberg district were honored. The following year the award went to the cities of Ulm and Neu-Ulm , the city of Nuremberg and the city of Würzburg . The city of Freiburg im Breisgau and the planning association for the Frankfurt / Rhein-Main conurbation were also nominated . In the third year, the award went to the Ludwigslust district , the city of Hagen and the city of Nuremberg.

In the international area, numerous cooperation activities took place between Nuremberg and the Moscow Oblast as well as Bremen and Kaliningrad with the aim of technology transfer and economic cooperation. Further delegation visits at federal and state level with Russian and Chinese partners strengthened the institutional cooperation.

The current project is called Media @ Komm-Innovation and is run by the Innovators Club of the German Association of Towns and Municipalities .
