Governikus

Governikus is distributed as the core software of Governikus GmbH & Co. KG (Governikus KG for short). The application Governikus is based on the OSCI transport protocol and is used in all German federal states and at the federal level for electronically traceable transactions in e-government and e-justice .

General

The application contains components for the central tasks for the implementation of the E-Government Act . This includes electronic identification / authentication by means of ID card / residence permit , end-to-end encrypted and signed electronic communication as well as the preservation and creation of evidential values ​​on paper-based / electronic files and their long-term storage using qualified electronic signatures (QES) and time stamps .

Governikus is evaluated according to Common Criteria Level EAL 3+, Common PKI certified and confirmed according to the Signature Act (SigG). Since 2004 Governikus has been a basic component of the federal virtual post office and one of the six applications of the IT planning council .

Through the contracts “VPS des Bundes” and “Projekt Pflege Governikus” the software is available to the federal government and a total of 15 federal states and their municipalities. The further development is controlled by the requirements of three specialist bodies, the steering committee (change resolutions and priorities), the technology committee (change advisory board), the operator committee (change requests from ongoing operations) and the technical guidelines of the Federal Office for Information Security (BSI). It aims at national standardization and norming for interoperability in a European context. Governikus is available nationwide to the German judiciary as a server component for the electronic court and administrative mailbox (EGVP) via a further framework agreement .

Origin & history

The product and the company of the same name, Governikus KG, emerged from the Media @ Komm city ​​competition announced by the federal government in 1998 . As a result of the competition, the bremer online service was created in 1999, an online transaction platform that communicates securely and legally based on the OSCI transport protocol . The “bremen online services GmbH & Co. KG” (bos KG for short) was founded as a public-private partnership from the project team .

In 2001 the bremer online service became the first standardized application based on the OSCI protocol and was given the name OSCAR. In 2003 OSCAR became Governikus and the basic component of the federal virtual post office. The framework contract “Project Care Governikus” with the KoopA was created in 2004. By 2006, eleven federal states will join. In 2007 the electronic court and administrative mailbox for the judiciary was developed and the company took part in the “berufundfamilie” personnel policy program and was certified for the first time. From 2008/2009 the company will also direct its efforts towards Europe and participate in the EU projects PEPPOL and SPOCS. The sales subsidiary Governikus GmbH & Co. KG is founded. On the development side, the focus is on the new ID card and electronic long-term storage. In 2010 the new IT planning council and the national e-government strategy will be convened; thus Governikus becomes an application of the IT planning council. In 2011/2013 the company switched to agile software development . After 15 years on the market, the parent company “bremen online services” is bringing together product and company names. The companies merge and will operate as Governikus GmbH & Co. KG from March 2014 .

Governikus suites and products

The Governikus solution portfolio consists of 19 individually combinable components, which are composed in three suites, but also turn into finished products for two-factor authentication , end-to-end encrypted data transport and handling of various communication formats ( e-mail , De-Mail , XML , OSCI etc.) as well as the signature and long-term storage of electronic files:

  • The Secure Identity Suite includes the products Governikus Autent (core system and server), Governikus Autent ID Connect (account), the Governikus Citizen Terminal (hardware) and the AutentApp and AusweisApp2 des Bundes (clients). The function modules contained in the suite enable secure and encrypted data transmission of electronic identities, identity verification and identity management. Governikus Autent can deal with locally administered eIDs at different security levels - user name and password, certificates, ID cards / electronic residence permit - as well as with mediated eIDs via an IdP proxy.
  • The Secure Communication Suite includes the products Governikus Service Components, Governikus MultiMessenger, Governikus Communicator, Governikus Add-In for Microsoft Office and the electronic court and administrative mailbox (EGVP). The Secure Communication products enable secure, end-to-end encrypted transport of messages. Governikus MultiMessenger is a communication platform for handling different data formats (De-Mail, E-Mail, XML, EGVP , OSCI etc.). The EGVP was developed for legally compliant communication in the judiciary.
  • The Secure Data Suite includes the Governikus Signer and Governikus LZA. The Governikus Signer is designed for the encryption of data. He can sign, verify, encrypt and decrypt. It is certified by the BSI for use in the confidentiality level "classified information only for official use" ( VS-NfD ). Governikus LZA is the first TR-ESOR certified software for the long-term storage of data.
