The Road Traffic Accident Prevention Report ( UVB ) reports on the implementation of the road safety measures announced in the road safety programs of the Federal Ministry of Transport, Building and Urban Development (BMVBS).

history

At the beginning of the 1970s, the number of road users killed in German road traffic peaked at around 20,000 accident victims . The German Bundestag thereupon asked the federal government to submit a regular report on the development of the accident situation and on measures taken to increase road safety . This so-called Accident Prevention Report for Road Traffic ( UVB ) was established in the 1970s. It was initially based on the road safety program "More safety on our roads - people have right of way" from 1973.

The second program from 1984, as well as the corresponding UVB, for the first time primarily addressed the personal and shared responsibility of all road users. The program “Better Safe - Safe Better: 10 Points for More Safety in Road Traffic” from 1999 and then the “Program for More Safety in Road Traffic” from 2001 have shaped road safety work in Germany since then. The structure of the UVB is currently based on the priorities of the current program and primarily serves to compare the planned with the implementation steps actually carried out in order to be able to make any necessary adjustments if necessary.

Every four years an overview of the status and development of the rescue service in Germany is added. The UVB reports on accidents in Germany, presents the road safety planning and decisions of the reporting period and provides an overview of relevant topics at international level. Looking back for the reporting period, the traffic safety measures that have been started or completed are presented and an outlook is given of the further steps to be taken towards implementation. In addition, future measures are presented in a separate chapter.

In addition, the UVB reports on the cooperation between various decision-makers and levels of action (federal, state, local, non-governmental organizations, citizens). This gives the reader the opportunity to check how road safety work is carried out at the federal level, what responsibilities exist and what priorities and strategies are being pursued.

The report appears as a Bundestag printed matter every two years and has recently also been available on the BMVBS Internet portal. The last UVB was published in September 2010 under the Bundestag printed paper 17/2905.
