Universalis Ecclesiae

Universalis Ecclesiae ("The Universal Church") is a circumscription bull dated September 29, 1850, with which Pope Pius IX. ordered the restoration of the ecclesiastical hierarchy in England .

The Pope determined that the ecclesiastical hierarchy should consist of the ecclesiastical province of Westminster and a total of twelve suffragan bishops . In Scotland three were apostolic vicariates established that split up in the eastern, western and northern Vicariate of Scotland. A separate vicariate was established for Gibraltar .
