Subordination (armed forces)

from Wikipedia, the free encyclopedia

In the military area of the Bundeswehr, subordination is on the one hand the personal subordination relationship between the soldier and his military superior ( personal subordination relationship ) in accordance with the Superiors Ordinance (VorgV) and on the other hand the institutional subordination relationship between subordinate ( subordinate ) and superordinate agencies . For the institutional subordination relationship, the following rules on personal subordination apply accordingly.

Subordination to troops

The subordination to troops is the basic subordination relationship in the armed forces . It is derived from your organization. It encompasses all the tasks of a superior or higher-level agency, the completion of which serves to establish and maintain the operational readiness of the personnel and material entrusted to him or the departments subordinate to him. This basically and essentially includes personal - in particular disciplinary - matters, training, care and other technical matters.

Subordination in the special area of responsibility

The subordination in the special area of responsibility (also called technical subordination ) is the relationship between a soldier and a superior who is assigned a special area of responsibility after his service position ( § 3 VorgV). It is to be ordered if the subordination deviates from the subordination to the troop service not only temporarily (within the meaning of § 5 VorgV) in technical matters. The subordination relationship is to be described according to the content of the tasks (e.g. personnel management, supply, national territorial tasks, pioneering, telecommunications, traffic management, security service, type of service, branch of service, specialization).

Technical subordination

The cases of specialist service submission are limited to exceptions. It is not to be confused with the technical subordination , which is a subordination in a special area of responsibility. The technical service subordination is the relationship between a soldier and a superior who is responsible for the management of a specialist service of the soldier according to his service position based on his corresponding qualification ( § 2 VorgV). Accordingly, this also applies to subordinate and superior departments / facilities, insofar as their main tasks are of a technical nature. It takes place in addition to and independently of the subordination to the troops. The decision to set up a specialist service lies with the Federal Ministry of Defense. There are only the specialist services: medical service , geographic information service of the Bundeswehr and military music service .

General service subordination

The general service subordination, as a personal subordination relationship within an agency, is the regulation of the superior relationship between soldiers and civil servants as well as employees of the Bundeswehr. This subordination includes all official duties with the exception of personnel law - in particular disciplinary - matters which are handled by the superiors of the soldiers or the superiors and superiors of the civil servants or employees. The general service subordination usually also includes the service authority to issue orders in technical matters. As an institutional subordination relationship, it means the subordination of a military agency, which is operated in peacetime by civilian employees, to a superior military agency.

Economic jurisdiction

Economic responsibility refers to the task of an agency to perform the tasks in the areas of troop administration and supply.

Instruction on cooperation

Military leaders or agencies / institutions / command authorities who are not in any subordinate relationship to one another and are supposed to work together in a special way are instructed to cooperate. Cooperation obliges to mutual information, advice and support in all matters which the military service requires to be dealt with together. Usually one of the military leaders is assigned to coordinate the cooperation.
