The VDI 3460 series of guidelines deals with the thermal treatment of municipal and hazardous waste . The two guidelines in this series were re-published in 2014. The guidelines are bilingual (German / English); the respective German language version is binding. The “Environmental Protection Technology” department of the Air Quality Commission is responsible for the guidelines .

The series of guidelines consists of sheets 1 ( emission reduction - thermal waste treatment - basics ) and 2 ( emission reduction - thermal waste treatment - energy conversion ). Sheet 1 deals with the basics of thermal waste treatment against the background of reducing emissions . Both municipal and industrial waste are taken into account. The guideline not only considers the emissions that arise during the actual waste incineration, but also those from the upstream systems. Sheet 2 offers a balancing method for the energy-related evaluation of emissions. The waste cogeneration plant of the Augsburg waste recycling plant is used as an example .

history

The first VDI guideline for the incineration of municipal waste was published in 1969 as VDI 2114, the first guideline for the incineration of hazardous waste as VDI 3460 followed ten years later, although a VDI draft guideline on this topic had already appeared in 1974. The focus of both guidelines was the measurement and reduction of dust emissions . Revisions were published in 1991 (VDI 3460) and 1992 (VDI 2114). For the first time, the revised guidelines also contained recommendations for reducing nitrogen oxides and dioxins . In September 1997 the guideline VDI 2114 was withdrawn and replaced by the guideline VDI 3460 published in the same month. The contents of both previous guidelines have been updated and combined into one guideline. The VDI 3460 guideline was revised again in 2002 because stricter emission limits for nitrogen oxides were introduced. Sheet 2 of the series of guidelines was published in August 2007; here the energetic evaluation was in the foreground. The current versions are from 2014: Sheet 1, the former VDI 3460 guideline, has undergone significant changes in content, Sheet 2 has only been editorially revised.

Legal classification

The VDI 3460 series of guidelines was incorporated into the BREF process as a German contribution . As part of the VDI / DIN manual for keeping the air clean , section 5.1.1 of the TA Luft contains a dynamic reference to the series of guidelines. It should "be used as a source of knowledge" when determining the state of the art .
